FLAT: We’ll engage in data-driven reforms to improve learning outcomes – Apaak
The government has reaffirmed its commitment to pursuing data-driven reforms aimed at improving learning outcomes and ensuring every Ghanaian child gains strong foundational education skills.
Delivering the keynote address at the global launch of the 2025 Foundational Learning Action Tracker (FLAT) at the Accra College of Education on behalf of the Honorable Minister for Education, Haruna Iddrisu, Deputy Minister for Education, Dr. Clement Apaak, said the Ministry will prioritize evidence-based policies to strengthen teaching and learning nationwide.
“We must commit to using data to drive meaningful reforms, invest in teachers, and create classrooms where every child can thrive,” Dr. Apaak stated. “Together, we can move from measurement to action, ensuring every child learns and no child is left behind.”
Speaking on behalf of the Minister for Education, Haruna Iddrisu, Dr. Apaak said the launch of FLAT aligns with Ghana’s ongoing efforts to improve literacy, numeracy, and socio-emotional learning among basic school pupils.
“Foundational skills are crucial for lifelong development and societal participation,” he said. “The Ministry sees this global initiative as a platform for shared accountability and collective learning.”
He emphasized the need to center teachers in the process of reform. “It is vital to place teachers at the heart of all tracking efforts,” he noted, urging continuous investment in teacher education and professional development.
He cited the Ghana Accountability for Learning Outcomes Project (GALOP) and the National Teacher Professional Development Framework as examples of initiatives driving that focus.
Dr. Apaak also highlighted the role of innovation and Artificial Intelligence (AI) in improving education delivery.
“We are exploring how AI and digital learning can enhance teaching outcomes,” he said. “Technology must serve our context and meet the needs of children in diverse environments.”
He expressed appreciation to UNICEF, the Hempel Foundation, and other partners for supporting Ghana’s education reforms and the FLAT initiative.
“This partnership strengthens our capacity to track progress and identify areas for improvement,” he remarked.
Dr. Apaak reaffirmed the government’s unwavering dedication to quality education, saying, “We will continue to invest in the future of every child through evidence, innovation, and action.”
