268 filling stations, 33 factories already operating under 24-hour economy

The government’s 24-hour economy programme has expanded operations to 268 filling stations and 33 manufacturing firms across the country, the Secretariat has announced.
The 24-Hour Economy and Accelerated Export Development (24H+) Secretariat said the development demonstrates that implementation of the flagship initiative is progressing despite criticism over its pace.
It noted that the programme is designed to increase production, create jobs and strengthen Ghana’s export capacity through sustained economic activity.
According to the Secretariat, the downstream petroleum component of the programme, launched with the National Petroleum Authority in May 2026, now has 12 Oil Marketing Companies providing 24-hour services at 268 filling stations nationwide.
It added that 33 manufacturers have also commenced multi-shift operations in response to the initiative.
“Multi-shift operation is also underway,” the Secretariat said, adding that “12 Oil Marketing Companies [are] providing 24-hour services, day and night, to the public across 268 filling stations… and 33 manufacturers have commenced multi-shift operations in response to the programme.”
The statement further disclosed that other public institutions, including the Driver and Vehicle Licensing Authority (DVLA), the Ghana Publishing Company and the Ghana Ports and Harbours Authority, have also introduced 24-hour services as part of the programme’s implementation.
Responding to concerns raised about the programme’s progress, the Secretariat maintained that implementation was being phased deliberately to ensure that the right policies, investment structures, land arrangements and reliable electricity supply are in place before projects are scaled up nationwide.
“In the months ahead, the evidence of the 24-Hour Economy programme in motion will be available for the public to verify through their own experiences: at filling stations open through the night, on factory floors running second and third shifts, at project sites across the country,” the Secretariat stated.
It added that the programme has already secured Joint Development Agreements worth US$5.5 billion within a project pipeline valued at US$11.5 billion and is targeting the creation of 1.7 million decent jobs by the end of 2028 through investments led largely by the private sector.
