Mahama’s Reset Agenda transforming Ghana’s economic fortunes – Anatu Bogobiri Esq

Lawyer Anatu Anne Seidu Bogobiri says the momentum behind President John Dramani Mahama’s Reset Agenda is becoming increasingly evident across Ghana’s economy and key social sectors.
Madam Bogobiri made the observation in a commentary titled “There Is No Substitute for National Leadership,” in which she examined the role of strong national leadership and effective institutions in Ghana’s development.
Her assessment comes as the Mahama administration continues to implement its Reset Agenda, which seeks to stabilize the economy, restore confidence, strengthen institutions and create opportunities for citizens.
Madam Bogobiri said the progress being recorded must, however, be backed by sustained implementation and responsible leadership.
“President Mahama’s momentum and reset agenda, if sustained and effectively implemented will provide the kind of directional, national leadership history shows is indispensable,” she stated.
She pointed to Ghana’s macroeconomic recovery, including the decline in inflation, appreciation of the cedi and growth in foreign reserves, as indicators of the administration’s progress.
A major component of the recovery, she said, has been the Ghana Gold Board (GoldBod), which she described as central to efforts to strengthen Ghana’s foreign exchange position.
Madam Bogobiri said GoldBod purchased and exported 104 metric tonnes of gold in 2025, generating more than $10 billion in foreign exchange.
According to her, the development was critical to the appreciation of the cedi and the increase in Ghana’s foreign reserves from about $8.98 billion in December 2024 to $13.8 billion by December 2025.
She further noted that GoldBod generated $1.87 billion in September 2026 alone, exceeding its target.
She said the stronger foreign exchange position has helped support the government’s Big Push Programme and the 24-Hour Economy and Accelerated Export Development Programme, which are aimed at expanding infrastructure, promoting industrialisation and increasing local value addition.
The Reset Agenda also extends to healthcare, where the government is pursuing Free Primary Healthcare, the uncap of the National Health Insurance Fund and the establishment of the Ghana Medical Trust Fund, popularly known as MahamaCares.
Madam Bogobiri said the Free Primary Healthcare programme, launched in April 2026, had reached 135 districts and is expected to cover all 261 districts by 2028.
On employment, she cited the Adwumawura, National Apprenticeship and One Million Coders programmes as initiatives aimed at tackling youth unemployment and developing a skilled, digital-ready workforce.
She also pointed to 10 new laws assented to in 2026, covering areas including taxation, justice, national security, energy, cocoa and maritime offences, as part of efforts to strengthen governance and modernise key sectors.
Madam Bogobiri said the broader development agenda reflects the importance of leadership that can turn national resources and policies into lasting outcomes.
“National leadership is more than occupying high office. It is the capacity to articulate a coherent national vision, to build durable institutions that outlive individuals, to mobilise citizens around a common purpose, and to make difficult, long-term decisions in the national interest, even at short-term political cost.”
She added, “Without it, resources remain scattered; with it, a nation finds direction.”
The progress under the Reset Agenda, she said, has also attracted positive assessments from major business figures, including Dangote Group President Aliko Dangote.
Madam Bogobiri, however, stressed that the gains must be protected through effective implementation and maintenance.
“Infrastructure crumble without maintenance, policies fail without implementation, and wealth dissipates without stewardship,” she said.
She argued that Ghana’s development ultimately depends on leadership capable of placing the national interest above short-term considerations.
“Nations do not develop by accident; they are led to development,” Madam Bogobiri stated.
