Ntim Fordjour appeals to Mahama to scrap regulation banning preaching in moving buses

The Senior Pastor of Victory Bible Church International’s Higher Heights Sanctuary in East Legon and Assin South MP, Rev. John Ntim Fordjour, has appealed to President John Dramani Mahama to intervene and scrap regulations prohibiting preaching in moving commercial vehicles.
Rev. Ntim Fordjour, who is also the Ranking Member of Parliament’s Defence and Interior Committee, argued that the regulation could expose pastors and evangelists to imprisonment for sharing their faith with passengers on public transport.
In a social media post, he called on the President to direct the relevant authorities to abandon the regulation, describing it as unnecessary and unjustified.
“Mr President, please order them to abandon this bogus regulation which seeks to jail innocent Pastors and Evangelists – simply for preaching in buses,” he wrote.
The Assin South MP said he had been preaching on commercial buses since around 2007, when he began his evangelism activities in Tarkwa, questioning why the practice was now being treated as a nuisance.
He also questioned whether the regulation reflected President Mahama’s position or had been introduced by some ministers without the President’s approval.
“Or is this also part of the unpopular policies your Ministers are pushing without your approval? Who is really in charge in this govt?” he asked.
His appeal follows the enforcement of the Road Traffic Regulations, 2026 (L.I. 2519), which prohibit preaching and hawking on public service vehicles while they are in motion.
Under the regulations, offenders face a fine ranging from 10 to 50 penalty units, imprisonment for up to eight months, or both.
Despite the restrictions, Rev. Ntim Fordjour maintained that he would continue preaching in public spaces, signalling his opposition to the measures.
His comments have brought renewed attention to the regulations and the debate over the limits of religious expression in public transport spaces.
