Commander 1 cleared for Central regional organizer race; unveils game-changing welfare plan for grassroots-NDC

The grassroots’ preferred choice for the Central Regional Organizer position of the National Democratic Congress (NDC), Comrade Joseph Mensah Abakah, affectionately called Commander 1, has been duly cleared and legitimately accepted to contest for the coveted position.
Commander 1, whose candidature has ignited overwhelming enthusiasm across the rank and file of the party in the region, says his vision to transform the livelihood of the grassroots is anchored on a pragmatic and sustainable tripod: Mechanism, Money, and Monitoring.
According to him, genuine empowerment of the party’s foot soldiers cannot be achieved through rhetoric, but through a meticulously structured system that delivers tangible results.
“This is how serious and formidable political organizations do it. We cannot continue to run welfare from Accra and expect it to reach the last branch executive at the polling station,” Commander 1 stated.
1. THE MECHANISM — How It Reaches the Grassroots
He explained that the current centralized approach must give way to a decentralized, institutionalized structure.
“We need a Dedicated Directorate. We must create a Party Welfare and Enterprise Directorate that is completely separate from campaigns with designated Regional and Constituency Welfare Officers whose sole mandate is welfare and empowerment,” he proposed.
Commander 1 further outlined plans to develop a verified database of all 38,000+ branch and constituency executives, meticulously categorized by skills, business interests, and geographical location.
“Instead of giving cash to individuals, we will organize our executives into District-Level Cooperatives such as Transport, Farming, and Skills groups. It is more structured, easier to fund, and simpler to track,” he said.
He added that the system would operate on a Skills to Enterprise Pipeline: “It will be Training, then Start-up Kit, then Mentorship. Not just training and abandoning people to their fate.”
2. THE FUNDING ARRANGEMENT — Where the Money Comes From
On sustainability, the aspiring Regional Organizer insisted that the welfare scheme must not be dependent on the benevolence of one individual.
“It must be sustainable. We will establish a Party Enterprise Fund where a percentage of party dues, donations, and contributions from MPs and appointees is ring-fenced solely for grassroots welfare,” he disclosed.
He further revealed that where the party is in government, qualified executives would be strategically linked to existing national intervention programmes such as YouStart, Ghana Enterprises Agency (GEA), NEIP, YEA, and various agricultural programmes, with a dedicated liaison desk at each region.
“We will also secure Private Sector Partnerships through MOUs with reputable companies for skills training and equipment at a heavily subsidized cost,” Commander 1 assured.
3. THE ACCOUNTABILITY — How We Ensure It Is Not Hijacked
Commander 1 noted that this is where most lofty promises have historically faltered.
“This is the most critical pillar. This is where most promises fail, and we will fix it with radical transparency,” he declared.
He outlined a four-point accountability framework to prevent elite capture and cronyism:
“First, we will institute Transparent Criteria published eligibility that spells out who qualifies, how much is available, and how to apply. There will be no protocol list.”
“Second, we will ensure Constituency-Based Disbursement. Resources and opportunities will be allocated per constituency, not per big man. Each constituency will be mandated to publish its list of beneficiaries.”
“Third, we will enforce Quarterly Reporting. Every Regional Welfare Officer must publish a comprehensive report detailing how many were trained, how many were funded, and how much was expended.”
“Finally, we will create an Executive Feedback Loop, a dedicated WhatsApp and USSD short code where any branch executive can verify if his name is captured in the system and report if he has been unfairly skipped,” he concluded.
