Education Ministry clears delayed teacher allowance payments

The Ministry of Education says outstanding teacher allowances for November have been fully processed and paid after payroll challenges at the Controller and Accountant-General’s Department were resolved.

In a statement issued on December 17 and signed by Deputy Minister for Education Dr. Clement Apaak, the ministry said the Controller and Accountant-General’s Department (CAGD) has completed the processing and payment of two categories of teacher allowances scheduled for November 2025.

“The Ministry of Education wishes to notify all teachers across the country that the Controller and Accountant-General’s Department has finished processing and paying the two types of teacher allowances planned for November 2025,” the statement said.

The ministry acknowledged that the payments were delayed due to a technical problem during the final payroll run, which disrupted the process and prevented the allowances from being released as scheduled.

“The Ministry acknowledges that a technical issue in the final payroll run prevented the payment from being processed as planned,” the statement explained, noting that the problem was beyond the control of teachers affected by the delay.

According to the ministry, the challenge has since been addressed by the CAGD, allowing the payments to be completed.

“This unforeseen challenge has since been resolved by the Controller and Accountant-General’s Department, paving the way for the completion of the payments,” it said.

Dr. Apaak apologised to teachers nationwide for the inconvenience caused by the delay and expressed appreciation for their professionalism and patience during the period.

“The Ministry of Education apologizes to all affected teachers for the delay and any inconvenience it may have caused,” the statement said. “We deeply appreciate the patience, understanding, and continued dedication of our teachers, whose commitment remains central to the delivery of quality education across Ghana.”

The ministry also assured teachers and education stakeholders that steps are being taken to prevent a recurrence of similar payroll disruptions in the future.

It said discussions with the CAGD and other relevant institutions are ongoing to strengthen systems and improve efficiency.

“The Ministry will continue collaborating with the Controller and Accountant-General’s Department and other stakeholders to improve payroll systems and prevent future issues,” the statement added.

Teacher allowance payments have been a recurrent concern for educators, with delays often drawing criticism from teacher unions and education advocacy groups.

The ministry said it remains committed to ensuring timely compensation for teachers as part of efforts to support morale and sustain quality teaching and learning outcomes nationwide.
