Mahama assents to 24-Hour Economy Authority Bill

President John Dramani Mahama has signed the 24-Hour Economy Authority Bill, 2025.
It now creates a legal framework to operationalise his flagship economic policy.
President Mahama assented to the bill on Thursday, February 19, 2026, in a brief ceremony held ahead of the 13th Cabinet meeting, according to a post on the Presidency’s official X page.
In remarks after appending his signature, President Mahama told his Cabinet colleagues that the legislation marked a significant step in fulfilling a key campaign pledge.
“Cabinet colleagues, I just appended my signature to give assent to the 24-hour Authority Bill. This Bill, which Ghanaians have been waiting for, was one of our flagship strategies for economic transformation,” he said.
The President explained that the process took time because the government had to undertake the necessary due diligence to give full legal backing to the policy initiative.
“Now we must move from strategy to implementation. The business sector is waiting, Ghanaian investors are waiting, foreign investors are waiting,” he stated.
He added that investors were keen to see a comprehensive package of incentives that would encourage expansion and job creation.
“They want to see the package of incentives that we can afford, so that they can invest more and expand productivity and also create more employment for our young people, and so it’s my pleasure to assent to this Bill today,” he noted.
The new law establishes a 24-Hour Economy Authority as the central coordinating body responsible for implementing the policy.
The Authority is expected to align public and private sector efforts while addressing infrastructure and regulatory requirements needed to sustain round-the-clock operations.
In the lead-up to the 2024 general election, President Mahama pledged to introduce the 24-hour economy as a deliberate policy intervention aimed at creating sustainable jobs and transforming Ghana into an export-led economy.
The strategy encourages businesses and public institutions to operate on a three-shift system of eight hours each to ensure continuous production and service delivery.
NDC veteran Goosie Tanoh has been named to lead the Authority, with the objective of reducing unemployment and scaling up national productivity.
