Anti-LGBTQ+ Bill: Bagbin promises passage after second consideration

Speaker of Parliament Alban Sumana Kingsford Bagbin has assured Ghanaians that Parliament will pass the Proper Human Sexual Rights and Ghanaian Family Values Bill after a second consideration.
He said Parliament would revisit the bill to correct identified errors before proceeding with its passage, insisting that the process must be completed while he remains Speaker.
Speaking at the Interlectual Property Right (IPR) Ghana 2026 National PR Conference and Excellence Awards in Koforidua on Friday, October 23, 2026. Mr Bagbin said the legislation should be treated as a matter of national consensus rather than partisan politics.
“When the law was rushed through at the last minute at my back, I came out and said no way, this bill must go through as a consensus bill. We don’t want partisanship in it. It is for everybody. It means a lot to Ghanaians,” he said.
The Speaker explained that the initial passage of the bill took place in his absence and that concerns had subsequently emerged over errors in the final version, particularly those arising from last-minute amendments.
According to him, the second consideration would give lawmakers the opportunity to address the mistakes and ensure that the legislative process is properly completed.
“We have identified a few mistakes, most of the last-minute amendments, and therefore the next meeting will come back for a second consideration, and we’ll pass it,” Mr Bagbin stated.
He further emphasised his determination to see the bill become law, adding that its future would remain a priority for as long as he occupies the office of Speaker.
“When we are no longer there, you can do what you want to do. But so far as we continue to exist, that law will be the law of the land. You can do whatever you want after I’m gone,” he added.
