Free SHS receives GH₵3.5bn boost in 2025 budget

The government has committed GH₵3.5 billion to the Free Senior High School (SHS) programme in the 2025 budget, the highest allocation since the policy was introduced.
The announcement was made by President John Mahama during a media encounter on September 10, where education dominated discussions. He said the new allocation reflects the government’s resolve to sustain Free SHS while addressing challenges such as the double-track system and student feeding.
The Minister for Education, Hon. Haruna Iddrisu, added that the record investment would strengthen teaching and learning in senior high schools across the country. “Our priority is not just access, but also ensuring quality, equity, and efficiency,” he stressed.
According to officials, part of the GH₵3.5 billion allocation will support improvements in student feeding, which has already recorded positive changes in recent months. Reports from students, teachers, and parents suggest that adjustments to the feeding programme have enhanced nutrition and reduced complaints.
The budget also seeks to phase out the double-track system, which was introduced to address capacity issues but has faced criticism for straining academic schedules. Education leaders say the new investment will accelerate infrastructure expansion and restore a single-track calendar.
In addition to the SHS allocation, the government highlighted complementary interventions in basic education. These include GH₵9.1 billion directed to foundational learning and GH₵564 million dedicated to textbook procurement. Officials say such interventions are designed to create a seamless pathway for students moving from primary to secondary education.
The government is also expanding the free sanitary pad initiative nationwide to ensure girls are not disadvantaged by menstrual-related absenteeism. GES says this underscores the broader goal of inclusivity and fairness in education.
