GES releases 2023 Capitation Grant arrears to districts for onward payment to schools

The Ghana Education Service (GES) has announced the release of outstanding Capitation Grant arrears for 2023 to District Education Directorates for onward disbursement to public basic schools.

In a statement, the GES said the funds had been transferred to the accounts of the various District Education Directorates and should be paid to schools before the reopening of the first term of the 2026/2027 academic year.

“Management of Ghana Education Service wishes to inform you that Capitation Grant arrears for 2023 has been transferred to the various accounts of the District Education Directorates for onward disbursement to the schools.”

The Service said the funds include the Sports and Culture component for District Offices, while the corresponding Regional Sports and Culture components have been transferred to designated accounts of the Regional offices.

GES has directed Regional Directors to ensure that the funds reach the schools on or before reopening to enable heads of basic schools to operate seamlessly.

It further announced that a team from the GES Headquarters will visit the regions to monitor the disbursement.

“Kindly take note that a team from the Headquarters will be going to the regions for monitoring so please ensure that the funds are transferred to the schools immediately.”

The latest release comes amid concerns over delays in the payment of Capitation Grants, which support the day-to-day operations and other activities of public basic schools.

The Capitation Grant was introduced to support fee-free basic education and provide schools with funding for essential operational needs.

In February 2026, President John Dramani Mahama said government had cleared outstanding Capitation Grant arrears owed to public basic schools.
