ICAG Graduation: Professional education integral to national development – Dr. Apaak

Deputy Minister for Education, Dr. Clement Abas Apaak, says professional education is central to Ghana’s national development and institutional transformation.

He made the remarks when he addressed the 46th Graduation and Admission Ceremony of the Institute of Chartered Accountants, Ghana (ICAG), where he emphasised the strategic value of professional training to national progress.

“Professional education is not an academic accessory. It is a national asset,” Dr. Apaak stated, urging stakeholders to treat specialised training as a pillar of economic growth rather than a ceremonial achievement.

He explained that a country’s development trajectory is shaped not only by natural resources but by the competence and discipline of its professionals.

“Classrooms may produce graduates, but professional institutions produce guardians of standards,” he said.

Dr. Apaak noted that Ghana’s transformation depends on aligning education with industry, innovation and institutional needs.

He disclosed that the Ministry of Education is intensifying reforms aimed at strengthening professional education across sectors.

“We are expanding Technical and Vocational Education and Training pathways to integrate seamlessly with professional certification frameworks,” he said. “We are strengthening collaboration between universities and industry to ensure that curricula reflect emerging global demands.”

The Deputy Minister added that government is investing in digital learning infrastructure to widen access to professional programmes and embed ethics and analytical reasoning in curriculum reforms.

“Professional education must not only equip you to earn. It must empower you to elevate,” he stressed.

He further reminded the newly admitted Chartered Accountants that competence without integrity undermines development.

According to him, technical knowledge must be matched with ethical consciousness to build credible institutions.

Dr. Apaak encouraged ICAG to maintain high standards in regulation and continuous professional development, noting that strong professional oversight enhances investor confidence and economic stability.

“Professional designation is not the summit; it is the starting point of responsibility,” he told the graduates.

He charged them to contribute meaningfully to national growth by strengthening accountability and upholding professional excellence wherever they serve.
