Mid-year Budget Review: Gov’t reallocates GH¢226m for nationwide flood mitigation projects

The government has reallocated GH¢226 million to strengthen flood mitigation measures across the country following the devastating floods that hit parts of Ghana in June.

Finance Minister Dr. Cassiel Ato Forson announced the measure on Thursday when he presented the 2026 Mid-Year Fiscal Policy Review to Parliament, saying the funding will support additional flood control interventions under the Ministry of Works, Housing and Water Resources.

The allocation comes after widespread flooding affected Greater Accra and other parts of the country, destroying property, displacing residents and disrupting economic activity.

The Finance Minister noted that government had earlier sought parliamentary approval to access GH¢350 million from the Contingency Fund for emergency response but was unable to do so because the fund had been placed under a garnishee order by an Accra High Court.

“Following the widespread flooding that affected Greater Accra and other parts of the country in June 2026, Government sought Parliament’s approval to draw GH¢350 million from the Contingency Fund to finance emergency response interventions,” Dr. Forson said.

He explained that the court action compelled government to find an alternative source of funding to ensure immediate assistance reached affected communities.

“Given the urgency of protecting lives, providing humanitarian relief to affected communities and restoring critical infrastructure, Government reallocated GH¢350 million from the Contingency Vote in the 2026 Budget to the Disaster Management Committee under the Ministry of the Interior to finance the emergency response,” he stated.

Dr. Forson added that government was also making additional budgetary adjustments to reduce the impact of future flooding across the country.

“To strengthen flood mitigation efforts across the country, Government also reallocated GH¢226 million within the budget of the Ministry of Works, Housing and Water Resources to implement additional flood control and mitigation measures,” he said.

The Finance Minister indicated that the intervention forms part of government’s broader commitment to protecting lives, safeguarding infrastructure and building resilience against climate-related disasters.

The flood mitigation projects are expected to improve drainage infrastructure, reduce flood risks in vulnerable communities and complement ongoing emergency response efforts as authorities work to minimise the impact of future extreme weather events.
