NIA cuts off GRA from Identity System over GH¢376.7m debt

The National Identification Authority (NIA) has disconnected the Ghana Revenue Authority (GRA) from its Identity Verification System Platform (IVSP) due to a substantial unpaid debt of GH¢376.7 million.
The suspension, which took effect on Friday, August 1, 2025, follows a prolonged period of ignored reminders and demands issued to the GRA, which the NIA states have been met with silence and no commitment to settle the outstanding balance.
In a letter dated July 29, 2025, the NIA informed the GRA of the action, citing not only financial distress but also a breach of contractual obligations. According to the NIA, despite multiple written notices — including a final demand in April and a subsequent warning in mid-July — the GRA failed to respond or make any effort to clear the debt.
“This decision has been triggered by the persistent failure of GRA to pay for its use of the IVSP, despite being given ample notice and opportunity to settle the arrears,” the letter signed by Acting Executive Secretary, Wisdom Yayra Koku Deku, noted.
The Authority further lamented that GRA’s prolonged default had severely strained the operations of the national identity infrastructure, threatening the sustainability of a system that underpins digital verification services across numerous sectors.
The implications are expected to be far-reaching. Several government agencies and service providers that depend on the IVSP for identity checks, tax compliance, and authentication processes may face disruptions.
NIA officials say the growing financial burden is not only affecting its operational capacity but also putting Ghana’s broader digital governance agenda at risk. The National Identification System, anchored by the Ghana Card, plays a critical role in the country’s digital transformation efforts.
“The GRA’s consistent non-payment is having a crippling effect on our ability to function. The integrity and sustainability of the entire identity ecosystem is now at stake,” the NIA warned.
The NIA said the GRA’s access to the IVSP will remain suspended until the full debt is settled and outstanding issues are addressed.
