* Appointed District Secretary (later District Chief Executive) under the Provisional National Defence Council (PNDC) in 1982.

* Among the pioneering administrators responsible for implementing the District Political Authority system that preceded the enactment of the Local Government Law, 1988 (PNDCL 207).
