Teachers’ strike: CAGD pays promotion arrears for 56,003 staff ahead of deadline

A total of 23,367 Ghana Education Service (GES) teachers are yet to have their promotion-related salary adjustments and arrears processed, despite the Controller and Accountant-General’s Department (CAGD) confirming payments to 56,003 colleagues.
The outstanding cases were disclosed in a press release issued by CAGD on October 15, 2026, detailing progress made in clearing arrears owed to teachers following their promotions.
The Department said GES had submitted supporting documents for 56,633 teachers, of whom 56,003 had been verified and paid.
Another 630 cases remain pending because of issues identified during verification.
“The remaining 23,367 teachers are yet to be processed and relevant documents submitted by GES.”
The figures indicate that the outstanding cases fall into two categories: teachers whose records have not yet been submitted for processing and those whose submitted documents require further clarification or correction.
CAGD said it was awaiting action from GES to resolve the verification issues affecting the 630 cases.
“CAGD awaits the resolution of these issues by GES for the payments to be effected.”
The Department also assured eligible teachers that their payments would be processed once the required documentation and corrections were completed.
“The Department remains committed to processing outstanding eligible payments promptly once the necessary corrections are made or complete and accurate documents are received.”
The announcement follows a nationwide strike by pre-tertiary teacher unions over unpaid promotion arrears and other conditions-of-service concerns. GNAT, NAGRAT and PRETAG suspended the strike on October 9 after reaching an agreement with the government and the Fair Wages and Salaries Commission.
Under the agreed payment schedule, arrears for 51,000 teachers were expected by October 16, with the remaining payments scheduled for completion by the end of October.
CAGD said 49,725 teachers received their payments on October 15 alongside their October salaries, while another 6,278 were paid in September.
The payments cover salary adjustments and arrears effective January 1, 2026.
While the latest figures show progress, the responsibility now rests partly on GES to submit the missing documents and resolve the cases flagged during verification so that the remaining eligible teachers can receive their payments.
