UEW Lecture-Education: Policy alone is not enough, institutions must lead – Dr. Apaak

The Deputy Minister for Education, Dr. Clement Apaak, has stated that policy alone is not enough to transform Ghana’s education.
Dr. Apaak disclosed this on behalf of the Minister for Education, Haruna Iddrisu, at the University of Education- Winneba public lecture series on Friday, 11th April, 2025.
The lecture, which brought together key figures in education, among others, was under the theme “Empowering Minds, Shaping Futures for 21st-Century Education”.
Anti-corruption crusader and renowned Pan-Africanist, Prof. P.L.O. Lumumba, also spoke on 21st Century Education at the UEW Public Lecture Series.
Dr. Apaak in his address indicated that higher institutions such as the University of Education – Wenniba must lead the charge in bringing long-lasting transformation in Ghana’s education system.
“We must embrace innovation, nurture critical thinking, and foster creativity in our classrooms. At the Ministry of Education, we are committed to creating an ecosystem that supports lifelong learning, teacher development, and the integration of digital tools and resources.
“Initiatives such as the Ghana Accountability for Learning Outcome Project (GALOP), curriculum reforms with emphasis on STEM education, and the investment in infrastructure in digital platforms are all steps in the right direction”, the Builsa South lawmaker stated.
He continued: “But, policy alone is not enough; you need institutions like yours to lead the charge in reimagining teacher education and research in pedagogy. You are the bedrock of quality education. Your role in training the next generation of educators is not only vital but transformative.”
He also called for a collaborative education system that is robust and responsive.
“Let’s us together ensure that our teachers are not just transmitters of information but facilitators of learning, mentors, and role models.
“As we gather here today to deliberate and exchange ideas, I urge all of us to consider how we can collaboratively build education that is resilient and responsive to the needs of the 21st Century.
“To the students here today, you are the future of this nation. Embrace learning, not just as an end but as a lifelong pursuit; your curiosity, passion, and sense of purpose must shape the future of Ghana and beyond.”
