OSP increases charges against former NPA boss, nine others

The Office of the Special Prosecutor (OSP) has filed an amended charge sheet against former Chief Executive of the National Petroleum Authority (NPA), Dr. Mustapha Abdul-Hamid, and nine others.
The number of charges are expanded from 25 to 54 after uncovering new evidence in its investigations.
The amended charges were submitted to the Accra High Court on Monday, October 20, 2025. The move, according to officials, follows weeks of forensic reviews that revealed additional financial transactions linked to the accused individuals and their associated companies.
Among those standing trial with Dr. Abdul-Hamid are Jacob Kwamina Amuah, Wendy Newman, Albert Ankrah, Isaac Mensah, Bright Bediako-Mensah, and Kwaku Aboagye Acquaah. Three corporate entities — Propnest Limited, Kel Logistics Limited, and Kings Energy Limited — have also been implicated.
The OSP accuses the defendants of engaging in acts of extortion, abuse of office, and money laundering involving an estimated GH¢291.5 million and over US$332,000. Prosecutors allege that the accused demanded payments from bulk oil transporters and marketing firms under the pretext of performing official duties and later concealed the proceeds through various business transactions and property acquisitions.
Several of the accused persons’ assets have already been frozen, including fuel stations, houses, tanker trucks, and parcels of land valued at more than GH¢100 million. The OSP stated that the latest amendments to the case reflect “fresh findings uncovered through ongoing forensic and financial investigations.”
The accused are expected to reappear before the Accra High Court as the prosecution moves to present new evidence in support of the amended charges.
