Dr. Apaak makes top five best performing Deputy Ministers in FAKS’ annual assessment

Deputy Minister for Education, Dr Clement Abas Apaak, has placed fifth among Ghana’s best-performing deputy ministers in the 2025 FAKS annual performance assessment.

Dr Apaak earned a score of 72.93 per cent after securing 4,556 positive responses in the nationwide survey conducted by FAKS Investigative Services between October and December 2025.

The assessment focused exclusively on performance outcomes and public feedback, ranking deputy ministers separately from substantive ministers.

The findings place Dr Apaak among the top tier of deputy ministers evaluated for the year, reflecting public approval of his contributions within the education sector.

The category was led by Deputy Finance Minister Thomas Nyarko Ampem, followed by Deputy Food and Agriculture Minister John Setor Dumelo, and Deputy Attorney-General Dr Justice Srem-Sai. James Gyakye Quayson of Foreign Affairs placed fourth, with Dr Apaak completing the top five.

The assessment formed part of the 13th edition of FAKS’s Performance of Ministers project, which also covered Members of Parliament, regional ministers, and Chief Executive Officers of State-Owned Enterprises.

In total, 6,247 respondents participated across the country, cutting across commercial drivers, students, traders, journalists, business owners, and civil society actors.

Respondents were drawn from all 16 regions, grouped into three zones to ensure national balance. Zone A, comprising Greater Accra, Oti, Eastern, Volta, and Central regions, recorded the highest number of participants, followed by Zone C and Zone B.

About 63 per cent of respondents were between 18 and 50 years, while women accounted for 58 per cent of total responses.

Beyond deputy ministers, the report also highlighted performance among Chief Executive Officers of State-Owned Enterprises, reflecting public perceptions of leadership and operational effectiveness in key institutions.

GoldBod CEO Sammy Gyamfi topped the State Owned Enterprises (SOE) category, with Driver and Vehicle Licensing Authority (DVLA) boss, Julius Neequaye Kotey, and Tema Oil Refinery (TOR) Chief, Edmond Kombat, also featuring prominently.

Other highly ranked executives included the heads of COCOBOD, Ghana Shippers Authority, NPA, Ghana Gas, and SSNIT.
