EOCO escalates Asante Berko investigation, targets assets linked to case

The Economic and Organised Crime Office (EOCO) has intensified investigations into the Ghanaian aspects of the bribery case involving former Tema Oil Refinery (TOR) Managing Director, Asante Kwaku Berko, following the conclusion of proceedings against him in the United States.

In a statement dated August 10, 2026, EOCO said the Attorney-General has directed it to step up the investigation as relevant evidence and official records are obtained from US authorities.

The Office said it had earlier received a request from its US counterparts for information on individuals in Ghana linked to the case, including a former Minister of State and some public officials.

“Following receipt of the request, EOCO, in collaboration with the Attorney-General and Ministry of Justice, commenced preliminary work in relation to the Ghanaian aspects of the matter,” it said.

EOCO said asset tracing and recovery will form part of the investigation as it examines transactions, assets and proceeds that may be linked to suspected criminal conduct.

“Importantly, and consistent with its statutory mandate, asset tracing and recovery form an integral part of EOCO’s investigative plan in this matter,” the Office stated.

However, EOCO cautioned that Berko’s US conviction does not automatically establish criminal liability against any person in Ghana.

“EOCO wishes to emphasize, however, that the conclusion of proceedings against Mr. Berko in the United States does not, by itself, establish criminal liability on the part of any person in Ghana,” it said.

Asante Kwaku Berko, a former Goldman Sachs banker and former TOR Managing Director, was prosecuted in the US over allegations of bribery linked to a power project in Ghana.

The case prompted US authorities to seek information from Ghana, leading to preliminary work by EOCO.

EOCO said it will continue working with US authorities and the Attorney-General’s Office to obtain relevant evidence and pursue the Ghanaian aspect of the case.
