Ghana Water Ltd Board sets new path for improved service delivery

The Board of Directors of Ghana Water Ltd. (GWL) has outlined a new strategic direction to enhance operational efficiency and service delivery.
This came during the Board’s second meeting, where management presented a detailed roadmap for reforms and performance improvement.
This renewed vision was unveiled during the Board’s second official meeting since its inauguration, held over three days under the leadership of Board Chairman Mr. Eric J. Biliguo Adama.

The session brought together top management and Board members in a high-level engagement designed to align governance oversight with the company’s operational realities and long-term reform agenda.
Management of GWL used the occasion to present a comprehensive roadmap to improve performance and service delivery, outlining key interventions targeted at improving internal systems, enhancing revenue mobilization, and addressing technical bottlenecks.
Briefings by heads of departments covered a broad spectrum of institutional challenges, including high levels of Non-Revenue Water (NRW), aging infrastructure, debt recovery, and the need for a stronger performance culture.
The meeting also served as an intensive orientation for Board members, giving them detailed insights into GWL’s regulatory framework, current service delivery gaps, performance metrics, and sector trends. The goal, according to officials, was to enable the Board to provide effective strategic oversight while empowering management to deliver on set Key Performance Indicators (KPIs).
Beyond operational briefings, the session fostered frank dialogue between the Board and senior managers on key reform priorities. The conversations were aimed at reinforcing collaboration, mutual respect, and shared accountability as the company navigates pressing sector challenges.
Board Chairman Mr. Adama emphasized that the engagement was far from ceremonial. “This orientation was a deliberate, action-oriented initiative to reposition GWL as a leader in public utility management. It is about setting the tone for strategic governance and enabling management to achieve real, measurable outcomes,” he said.
