Ministry of Defence to strengthen institutional capacity of GAF

Acting Defence Minister Dr Cassiel Ato Forson says the Defence Ministry will strengthen the institutional capacity of the Ghana Armed Forces (GAF) to enhance readiness and effectiveness.
Dr Forson made the commitment during opening remarks at the Ghana Armed Forces’ End of Year West African Soldiers’ Social Activities (WASSA) held on Friday, outlining the government’s strategic focus on policy direction, systems strengthening and personnel support.
“The Ministry of Defence will continue to provide clear strategic policy direction to keep the Ghana Armed Forces responsive, modern and operationally ready,” he said, stressing that institutional strength remains critical to national security.
According to him, capacity-building efforts will be aligned with emerging internal and external threats confronting the country and the wider subregion.
“The Ministry will further strengthen institutional capacity and align defence priorities with emerging security threats within our borders and across the subregion,” Dr Forson stated.
He explained that a strong institutional framework supports professionalism and operational efficiency across the services, adding that government’s approach combines policy clarity with sustained investment.
“These interventions are critical to enhancing morale, professionalism and overall operational effectiveness within the Ghana Armed Forces,” he noted.
Dr Forson acknowledged the role of military leadership and partners in supporting defence institutions, saying their contributions have improved coordination and performance.
“Your unwavering support has strengthened cooperation, professionalism and operational effectiveness across the Ministry of Defence and the Ghana Armed Forces,” he said.
He linked institutional strengthening to personnel welfare, indicating that effective systems must go hand in hand with improved conditions of service.
“The wellbeing of our men and women in uniform remains a top priority of President John Dramani Mahama’s administration,” Dr Forson said.
As part of the broader capacity agenda, he listed key welfare areas receiving attention, including accommodation, healthcare, training, career progression and general welfare, describing them as foundational to a disciplined and efficient force.
The acting defence minister also highlighted the government’s responsibility to former service members, noting that institutional obligations extend beyond active duty.
“Government recognises that welfare responsibilities extend beyond serving personnel to retirees and veterans who dedicated the prime of their lives to national service,” he said.
He disclosed that concerns raised by the 1995/96 year group and over-aged retirees are under active consideration through ongoing engagements.
“These discussions are aimed at fair, compassionate, and sustainable solutions,” Dr Forson added.
Reflecting on the significance of WASSA, he said the annual military tradition offers an opportunity to renew shared values.
“As we celebrate this WASSA, let us be reminded of the unity, discipline and tradition that bind us together as one Armed Forces family,” he stated.
Dr Forson commended the Military High Command and all personnel for their dedication, thanking officers and soldiers for their service and sacrifice on behalf of the government led by President John Dramani Mahama.
