OSP summons Paul Adom-Otchere over GACL revenue audit contract

The Office of the Special Prosecutor (OSP) has summoned Paul Adom-Otchere, the former Board Chairman of the Ghana Airports Company Limited (GACL), for questioning in connection with an ongoing corruption investigation.
In a letter dated July 25, 2025, which was sighted by this portal, Adom-Otchere is identified as a suspect in a probe involving a revenue assurance audit contract awarded by GACL. The OSP suspects potential corruption and related offences linked to the deal.

The investigation focuses on a contract allegedly awarded to a private company believed to be owned by the Chief Executive Officer of Strategic Mobilisation Ghana Limited (SML), raising concerns about conflict of interest and procurement irregularities.
According to the official summons, Mr. Adom-Otchere is expected to appear at the OSP’s South Ridge office on Thursday, July 31, 2025, to assist with the investigation.
This development forms part of broader efforts by the Special Prosecutor to scrutinize public sector contracts and promote accountability in the management of state resources.
The Ghana Airports Company Limited, which oversees the management and operation of the country’s airports, came under scrutiny following reports of a revenue assurance contract awarded under unclear circumstances. The deal allegedly bypassed competitive bidding processes and was linked to a company associated with a known government contractor, SML — a firm that has previously been involved in other controversial public procurement arrangements.
