Stop charging e-levy – GRA to Telcos

The Ghana Revenue Authority (GRA) has directed all telecommunications companies to cease charging the 1% Electronic Transfer Levy (E-Levy) effective April 2, 2025.
In a letter addressed to the Chief Executive Officers of all charging entities, the GRA stated that the President’s assent to the Electronic Transfer Levy Act, 2022 (Act 1075) and the Electronic Transfer Levy (Amendment) Act, 2022 (Act 1089) has abolished the 1% E-Levy.
“The President of the Republic of Ghana has assented to the Electronic Transfer Levy Act, 2022 (Act 1075) and the Electronic Transfer Levy (Amendment) Act, 2022 (Act 1089) which abolishes the 1% E-Levy,” the letter read.
According to the GRA, the abolition of the E-Levy takes effect from April 2, 2025. The authority has also outlined guidelines for the implementation of the new directive.
“The GRA Electronic Transfer Levy Management and Assurance System (ELMAS) will automatically return a ‘no charge’ on all transactions posted to it by entities from midnight,” the GRA explained.
The authority has also directed telecommunications companies to process refunds for any E-Levy amounts deducted from customers effective April 2, 2025.
“Charging Entities must immediately process refunds for any E-Levy amounts deducted from customers effective today, April 2, 2025,” the GRA stated.
The abolition of the E-Levy is expected to bring relief to millions of Ghanaians who have been affected by the levy since its introduction.
The GRA has assured the public that it will continue to monitor the implementation of the new directive and ensure that telecommunications companies comply with the guidelines.
