C/R NDC Youth Wing retreat: Commander 1 unveils pragmatic 3m blueprint for grassroots empowerment

Joseph Mensah Abakah, affectionately known as Commander 1, has charged the youth wing of the National Democratic Congress (NDC) in the Central Region to embrace a new paradigm of grassroots empowerment anchored on pragmatism rather than rhetoric.
Commander 1, whose candidature has ignited overwhelming enthusiasm across all 23 constituencies in the region, was speaking at the just-ended Central Regional Youth Wing retreat following his successful clearance.
He declared that his vision for the party’s foot soldiers is not built on empty sloganeering but on a formidable and pragmatic blueprint designed to transform livelihoods at the base of the party.
According to him, his agenda is firmly anchored on a tripod of Mechanism, Money, and Monitoring – a comprehensive 3M framework aimed at institutionalizing welfare and enterprise for party faithful.
“This is how serious and formidable political organizations do it. We cannot continue to run welfare from Accra and expect it to reach the last branch executive at the polling station,” he stated.
Breaking down his 3M agenda, Commander 1 explained:
1. The Mechanism: The establishment of a decentralized architecture featuring a Dedicated Party Welfare and Enterprise Directorate, Regional and Constituency Welfare Officers, a verified database of over 38,000 branch executives, and District-Level Cooperatives in Transport, Farming and Skills, operating on a Training-to-Start-up-Kit-to-Mentorship pipeline.
2. The Mobilisation (Money): The creation of a sustainable Party Enterprise Fund ring-fenced from dues and appointee contributions, a liaison desk to connect qualified executives to government interventions including YouStart, GEA, NEIP, YEA and Agric programs, coupled with private sector MOUs for subsidized equipment and training.
3. The Monitoring: The institution of a radical transparency framework hinged on published eligibility criteria with no protocol list, constituency-based disbursement, quarterly published reports, and a dedicated WhatsApp/USSD feedback loop to enable every branch executive to verify his status and report unfair treatment.
He emphasized that the framework is deliberately crafted to forestall elite capture and guarantee that empowerment interventions genuinely permeate to the grassroots where the party’s true strength resides.
