No one involved in corrupt practices at Railway will escape prosecution – CEO

The Chief Executive Officer of the Ghana Railway Development Authority, Dr Fredrick Appoh, has warned that no individual involved in corrupt practices within the railway sector will escape prosecution.
He said all corruption-related cases are currently under investigation by the relevant state agencies, with several already referred to the Economic and Organised Crime Office (EOCO) and the Attorney-General’s Department.
Speaking on Rainbow Radio 87.5FM, monitored by Today.com.gh, Dr Appoh said accountability is being strictly enforced as investigations deepen across the sector.
He disclosed that the Tema–Mpakadan railway project, valued at $447 million, is among key projects under scrutiny due to a non-functional signalling system, which has raised concerns about its execution.
“The project has been flagged for further scrutiny,” he noted.
Dr Appoh also revealed that investigations into the sale of railway lands by a previous administration have been completed at the institutional level and forwarded to EOCO for further action.
He added that internal audits uncovered irregularities in the sale and leasing of railway housing, which have also been submitted for investigation.
“So all cases of corruption recorded under the Authority have been submitted for further investigation by the investigative and enforcement agencies,” he stated.
The CEO further explained that newly constructed rail lines had been left exposed to vandalism, requiring the rehabilitation of over 5.5 kilometres of track before operations could resume.
He also said the Authority inherited significant financial constraints, including only GH₵300,000 in internally generated funds, which contributed to salary arrears.
Despite these challenges, Dr Appoh said ongoing reforms under the Ministry of Transport and President John Dramani Mahama’s administration are aimed at transforming the railway sector.
He assured that the Authority remains committed to modernisation and full accountability across the system.
